Under the authority of FAR 6.302-1, this requirement has been identified for non-competitive contract action. Kuwait Petroleum Corporation (KPC) is identified as the only source capable of supplying these requirements. KPC is the only firm believed to have the necessary fuel and logistics capability to supply large volumes of fuel in Kuwait. It is DLA Energy's intent to enter into a contractual arrangement with Kuwait Petroleum Corporation (KPC).
Other interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
