The Foreign Service Institute (FSI) seeks a contractor to design and deliver a two-hour Commercial Advocacy session for some if not all of the FY 2009 offerings of the Political/Economic Tradecraft course (PG 140). There are nine sessions of the course at the maximum and three sessions minimum. The contract will be for one year. The Commercial Advocacy session should provide students a basic understanding of the legal, institutional, commercial and foreign policy contexts in which U.S. Government advocacy of commercial interests abroad is undertaken. The session should familiarize students with the U.S. Government Advocacy Guidelines, the Foreign Corrupt Practices Act, and the Bill of Rights for American Business, among other U.S. export promotion documents of the USG. The session also should provide students with an overview of the work of key U.S. agencies involved in commercial advocacy efforts.
