Request for Information (RFI)

I am requesting information from interested sources on behalf of the Federal Housing Finance Agency (FHFA). The request is for information only, and your response is neither an offer nor a quote. This request for information does not commit the FHFA to pay any costs incurred in the preparation and submission to this RFI. Also, this RFI does not obligate FHFA to contract for services.

Purpose

FHFA has a potential requirement for Commercial and Management Liability Insurance.

FHFA is conducting market research to gain an understanding on the possibility to obtain these services from an 8(a) vendor. The specific purpose of this request is to accomplish the following:

1. Gauge overall 8(a) vendor interest in this FHFA requirement.

2. Identify the capabilities of potential 8(a) vendors in meeting FHFA’s objectives and requirements including related experience and past performance.

3. Gather information that can be used to inform, formulate, and enhance the procurement strategy.

Description

The FHFA requires the services of a licensed insurance broker to obtain commercial and management liability insurance. The commercial package with terrorism coverage includes, but is not limited to, property, liability, crime, automobile, and umbrella. Coverage includes FHFA's Headquarters located in Washington, DC and Data Center in Ashburn, VA. With respect to management liability insurance, FHFA offers its employees a 401(k) Retirement Savings Plan (401(k) Plan) through T. Rowe Price, the Plan recordkeeper. The FHFA 401(k) Oversight Committee is chartered with the responsibility for administering the Agency’s 401(k) Plan. FHFA's current broker of record is Aon Risk Services.

• A letter of interest, including a point of contact, phone number, and email.
• Your firm's 8(a) program exit date.
• Your firm's status as a licensed insurance broker and license number.
• Your firm’s experience with serving as a licensed insurance broker to obtain commercial and management liability insurance.
• Your firm's experience working with Intact Insurance and Chubb. List of other insurance companies your firm works with.
• Your firm’s experience with working with clients to change the broker of record. Description on how your firm would guide FHFA through the process of changing the broker of record.
• Please do not exceed five (5) pages.

Please do NOT include any non-disclosure restrictions; state your submission is for evaluation purposes only; or submit other similar restrictions. FHFA is conducting market research and may share your inputs with others. Such restrictions eliminate that utility.
