This is a combined synopsis/solicitation for commercial items under FAR Part 12.6 and as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation.

(1) Action Code. S- Utilities and Housekeeping Services

(2) Subject. Columbine RD Janitorial Services Multi-Year

(3) Description. USDA FS Single-Award Firm-Fixed Price multi-year contract for janitorial cleaning services for 4 buildings, 5 days per week on weekdays for the Columbine Ranger District located on the San Juan NF.

(4) Synopsis Period. 29 March 2021 through 10 April 2021

(8) Set-aside Status. Total Small Business

(9) Proposed Solicitation Number. 1240LQ21R0002

(10) Proposed Solicitation Period. Solicitation period anticipated from 29 March 2021 – 16 April 2021.  All solicitation documents will be posted to Beta.SAM under the solicitation number at item 9.   

               (11) Site Visit. The Forest Service will offer (3) optional site visit dates.  See Section E.4, Provision 452.237-71 for
               details.

                (12) Pre-proposal Conference. The Forest Service will offer a virtual pre-proposal conference on 8 April 2021.  See
                Section E.4, Provision 452.237-71 for details.

(14) Place of Contract Performance. The Columbine District Office is located at 367 S. Pearl Street, Bayfield, Colorado 81122. La Plata County.  There are 3 buildings and one 24 x 60 modular building in this area that require these services.

(15) Contract Type: Firm-Fixed Priced, Multi-Year Contract

(16) Contract Award Period of Performance. The anticipated period of performance includes a base period and four (4) option years.  The base period anticipated is 1 May 2021 through 31 December 2021. The optional periods will run 1 January through 31 December of every year following.  An option year is not guaranteed.  Funding will be based on the fixed price schedule of items issued upon award of the contract.

(17) Contract Award Date. On or about 23 April 2021.

(18) Contract Award Dollar Amount. The awarded dollar amount will be based on competitive pricing received in response to the Government Solicitation in accordance with the solicitation/contract schedule of items.

(19) Contractor. TBD following evaluation of competitive proposals.  One (1) contractor will be selected for single award.  Contractor must have active registration in SAM IAW FAR 52.204-7 to receive award. To register, go to https://www.sam.gov/portal/SAM/#1. 

(20) Additional Information.

(20i) Cutoff for Questions and Answers.  The cutoff for questions pertaining to this solicitation is Wednesday, 14 April 2021 NLT 1300 MT.  Questions must be submitted via email to [email protected] and [email protected].  All inquiries must include the solicitation number in the subject of the email.

(20ii) Proposal Submission.  Proposals are due Friday, 16 April 2021 by 1400 MT.  Proposal submissions must include the solicitation number in the subject of the email(s) and contractor name.  

(20iii) Tips for Submission.

a. Read the solicitation carefully and ensure that proposals include all documents specified in Section E, Instructions to Offerors. 

b. Ensure all questions have been addressed prior to proposal submission.  Reference the cutoff date for questions under item 20i.

c. Proposal submissions must include the solicitation number and contractor’s name in the subject of the email(s).
