The Federal Bureau of Investigation (FBI), Procurement Section, intends to issue a sole source award to Colt Manufacturing for Colt Carbine Technical Data Package (TDP) replacement/repair parts for Colt carbines currently in FBI inventory.  The TDP package allows the continuance of all part(s) warranties that are required under current FBI testing and evaluation procedures within the current carbine inventory.  This also ensures compliance with other agency counterparts including military partners in Military Specification (MilSpec) requirements.  Colt Manufacturing currently does not have any U.S. based authorized resellers for the TDP requirement, therefore the order is being directly awarded to Colt Manufacturing.   This special notice will serve as the only notification of this contract action. 

The FBI intends to negotiate with only one source under the authority of FAR 6.302-2.  This notice of intent is not a request for competitive quotations.  However, parties may submit their interest and capabilities for future similar requirements by written response no later than Wednesday, April 8, 2020, 3:00 PM EST, via email to Amy Lacy at [email protected].
