The USDA, ARS, National Animal Disease Center in Ames, IA, intends to award sole source procurement for 35 colostrum deprived Holstein bull calves to Superior Livestock Inc, 3911 Cardinal Ave, Joice, IA 50046-8023 for an upcoming research project.

The calves will have the following specifications:
1. Calves shall be 2-3 week old colostrum deprived calves.
2. Calves shall be BVDV negative for antigen as well as serologically negative.
3. Calves shall be from the same health status.
4. Calves shall be without obvious abnormal developments, coordinated and able to stand.
5. Due to the nature of colostrum deprived calves, calves shall be transported less than three hours.
6. Calves shall all be delivered in one delivery on/around November 29, 2017.

Superior Livestock has been identified as the sole provider of calves that satisfy the requirements and is the only known vendor that can provide animals of this unique health status within the restricted 3-hour commuting distance.

This procurement will be conducted in accordance with the procedures in FAR Part 13.106 and 6.303-2 with delivery required by November 29, 2017. This vendor has proven their ability to provide animals satisfying the scientific requirements. The cost has been determined fair and reasonable based on current technical knowledge of fair market value with an anticipated purchase order value of $34,425.00.

The Government intends to award a firm fixed price purchase order on or about November 23, 2017. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available. Interested persons may identify their interest and capability to respond to this requirement by providing compelling evidence that they can obtain/provide the testing capabilities and turnaround time required for this project. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 11:00 AM Central Standard Time, November 20, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
