The USDA, ARS in Ames, IA, intends to award a fixed-price sole source procurement to Superior Livestock, Inc., 3911 Cardinal Ave, Joice, IA 50446-8023 for 35 Holstein calves for ongoing laboratory research.
The calves will have the following specifications:
1. Calves shall be 1-week old colostrum deprived calves.
2. Calves shall be BVDV negative for antigen as well as serologically negative.
3. Calves shall receive electrolytes rather than milk replacer for the first 48 hours after birth.
4. Calves shall be from the same health status
5. Calves shall be without obvious abnormal developments, coordinated and able to stand.
6. Due to the nature of colostrum deprived calves, calves shall be transported less than three hours.
7. Calves shall all be delivered in one delivery on/around October 18, 2017.

The Superior Livestock farm has been identified as the sole provider of calves that satisfy the requirements and is the only known vendor that can provide animals of this unique health status.
Pursuant to the authority of 41 U.S.C. 1901 and FAR 13.5 SAP Requirements - Soliciting from a Single Source. The equipment will be located at the USDA, ARS, National Animal Disease Center in Ames, IA. The Government intends to award a firm fixed price purchase order on or about September 20, 2017. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 11:00 AM Central Standard Time, September 20, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
