Color Compressed Video Decoder

NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO NOTIFY INDUSTRY OF THE USAF INTENT FOR CONTRACT ACTION AND POSSIBLE GAIN KNOWLEDGE OF OTHER POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.) PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST.

The USAF TPS located at Edwards Air Force Base, CA is seeking potential sources capable of providing two Color Compressed Video Decoders to support USAF Test Pilot School (TPS).

REQUIREMENTS: Color Compressed Video Decoder receives digitalized video signals from the encoder via any type of digital communications link. The standard functions listed below must be present in order to be compatible with support existing equipment.

Video Outputs - Three outputs of composite or composite Y/C NTSC or PAL, 1 Vp-p, 75 ohms.

Digital Data Inputs - NRZL clock and data, TTL or EIA-422A levels

*Communications Port - EIA-232C at 9600, 4800, 2400, 1200 or 300 baud

*Data Multiplexer - PCM Output - TTL, CMOS or EIA-422A selectable output levels, maximum data rate is 49% of total link frequency

*Data Multiplexer - Audio Output - 300 Hz to 3000 Hz, 600 ohms, 1 Vp-p

*Data Multiplexer - EIA-232 multiplex output - EIA 232C at 9600, 4800, 2400, 1200 or 300 baud

*Resolution - 560, 280 or 140 pixels per line

*Quantization -- 240 steps

*Cropping - 4 steps

Compression Standard - ADVS

Operating Frequencies - Any rate up to 10 Mbps

Interface Connectors -- BNC for each video output, BNC for clock and data inputs, DB25 for EIA-232 interface, IEC type detachable power cord

Input Power - 95-265 VAC, 50 Hz or 60 Hz

Power Consumption - 30 watts maximum

Dimensions - 19-inch rack, 5.25 in. high, 12 in. deep

All information furnished shall be in writing and must contain sufficient detail to allow the government technical representative to evaluate and determine if it can meet the requirement. This is not a solicitation for competitive quotations. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force.
