Subject: Notice of Intent to Sole Source - Armed Forces Research Institute of Medical Sciences (AFRIMS), for the Collection, Enrichment, and Biostabilization of Mosquito-borne Zika Virus and Plasmodium falciparum from Baited Substrate.

The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis IAW FAR 6.302-1 with the Biosciences Research Management Company (BRM) for the the Collection, Enrichment, and Biostabilization of Mosquito-borne Zika Virus and Plasmodium falciparum from Baited Substrate.
The purpose of this procurement is to Collection, Enrichment, and Biostabilization of Mosquito-borne Zika Virus and Plasmodium falciparum from Baited Substrate, to include:
• Laboratory validation and field-testing Zika virus (ZV-CEBS) and P. falciparum (Pf-CEBS) comprising attractive sugar baited, pathogen preservative treated filter paper (FP) cards;
• Biostabilization reagent; elution/biostabilization reagent; microfilter pathogen capture assembly; and
• Wash/biostabilization reagent.
• Comprising a preformatted, standardized, field-rugged, detection enhancing, pre-analytical kit for mosquito-borne agent detection from substrate.
• Batching up to ten FP cards, exponential enrichment of pathogens or template from sample, thermal and hydrolytic enzyme stabilization.
• Validated ZV-CEBS and Pf-CEBS optimized as a group CEBS (DENV, ZIKV, and Pf).
• CEBS FP cards using an Attractive Toxic Sugar Bait (ATSB) format to achieve dual vector surveillance and control capabilities according to the Performance Work Statement (PWS).
• Past performance in the following areas:
o Collection, Enrichment, and Biostabilization of Mosquito-borne Zika Virus and Plasmodium falciparum from Baited Substrate
The period of performance shall be a one (1), twelve (12) month base period with one (1), twelve (12) month option period. The NAICS Code for the contract is 541714 Research and Development in Biotechnology (except Nanobiotechnology) and the PSC code is AJ51, R&D- General Science/Technology: Life Sciences (Basic Research).
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible, interested parties may identify their interest by submitting capability information, in writing, by April 2, 2018 at 5:00 PM Eastern Standard Time to Moriah Bartlett at [email protected]. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability.
Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
