The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis IAW FAR 6.302-1(a) with the University of Notre Dame for the development and validation of cognitive process markers of stress-related symptoms underlying anger and aggression.

Description: This requirement is a follow-on to a previously awarded contract, W81XWH-15-P-0339, awarded to the University of Notre Dame, Office of Research, on 25 August 2015, under NAICS code 541712.

This requirement is for the procurement of technical expertise necessary to investigate cognitive process markers underlying stress-related manifestation of symptoms, as well as the efficacy of methods designed to target modification of these markers in a resilience-promoting fashion. The Contractor shall conduct a series of studies that specifically target cognitive processes and their modification their association with stress-related symptoms using a combination of laboratory and field studies. Data derived from these studies will be analyzed to determine whether these markers predict symptoms responses to stress, and whether modification of identified markers can be used to mitigate stress-related symptom manifestation. Finally, tools that show efficacy in these preliminary studies will be provided to the Army for testing among Soldiers in operational units. The work for this requirement will be performed at the Contractor's site.

This notice of intent is for information purposes only. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
