Solicitation number SP0600-15-R-0517 will be issued to acquire Government-Owned, Contractor-Operated (COCO) Defense Fuel Support Point (DFSP) laboratory testing services to provide one or more laboratories capable of performing tests associated with:

1. 
Laboratory Testing of Aviation Turbine Fuel, Grade JET A1 (Specification: ASTM D1655 and/or Def Stan 91-91 latest version)

2. Laboratory Testing of Diesel Fuel Oil Grade No. 1 and No. 2 (Specification:  ASTM D975  and/or EN590 latest version)

3. Laboratory Testing of Aviation Gasoline (Specification:  ASTM D910  and/or Def Stan 91-90 latest version), Laboratory Testing of Turbine Fuel, Aviation, Grades JP5 NATO F-44 (Specification:  MIL-DTL-5624 latest version)

4.  Laboratory Testing of Fuel, Automotive Spark Ignition Engine (Specification:  ASTM D4814 and/or EN228 latest version)

5.  Laboratory Testing of Turbine Fuel, Aviation, Grades JP8 NATO F-34/35 (Specification:  MIL-DTL-83133 latest version)

6.  Laboratory Testing of Inhibitor, Fuel System Icing, High Flash (FSII) (Specification:  MIL-DTL-85470 latest version), in or near Kuwait.

The laboratories shall have a system of calibration equivalent to ISO 10012-1 -- Quality Assurance Requirements for Measuring Equipment. All testing will be performed in strict accordance with test methods.  Testing of U.S. Government-owned fuel products are required 24 hours per day, 7 days per week (including holidays). If multiple locations are proposed, each facility must be capable of performing all tests in accordance with the Government's specifications. Contractor personnel who interact with DLA-E personnel in performance of these services must be able to speak English. The requirement is for a four-year period of performance commencing on October 11, 2015 through October 10, 2019.  The period of performance also includes six optional one-month extension periods.

 

The solicitation will be issued on or about July 1, 2015 and the Request for Proposal (RFP) closing date will be on or about August 15, 2015.  This procurement will be a full and open competition. The solicitation will be published electronically on the Federal Business Opportunities website at www.fbo.gov.

 

This is not an RFP, a promise to issue an RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
