The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-12-G-0005 to British Aerospace Engineering (BAE) Systems for an 'other than full and open' competitive basis to address procurement of Non-Recurring Engineering (NRE) of a redesigned V-22 Cockpit Interface Unit (CIU).  The CIU Gyro requires replacement due to Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues.  This delivery order is to incorporate a solid state Gyro for the qualification, test and integration into the air vehicle to support the unique needs of the V-22 Osprey Design and configuration information throughout the program life cycle. 

BAE Systems is the sole developer, designer, integrator, manufacturer and producer of the CIU as well as the Flight Control Computer (FCC) that interfaces with the CIU.  Only BAE has the data and expertise needed to ensure compatibility between the FCC and CIU hardware and software to resolve this obsolescence issue without adversely impacting V-22 missions and readiness.
