The FBI's Underwater Search and Evidence Response Team (USERT), Evidence Response Team Unit (ERTU) has a requirement for a Cochran Telemetry Diving System. ERTU/USERT is authorized to conduct all underwater evidence response activities in support of FBI cases. In support of that mission, USERT trains and equips its certified forensic divers to conduct safe and effective underwater evidence recovery operations. The mission can and has encompassed dives under all conditions from Iraqi deserts to North Dakota's frozen rivers.
The Cochran Telemetry Diving System has been proven to be an adaptable unit that can protect the diver in all climates, and it's the only computer approved by the US Navy for diving. The Cochran Telemetry Diving System will allow for USERT diving supervisors to monitor divers on Open Circuit SCUBA in real time. The Cochran Telemetry Divining System, through a topside display will allow the Dive Supervisor to know a diver's depth, air consumption, and ascent rate. These are all critical factors needed to keep a diver safe.
Based on market research, it has been determined that Cochran Undersea Technology Division is the sole manufacturer of the Cochran Telemetry Diving System, and therefore it is the only company capable of fulfilling this requirement.

Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
A Justification and Approval (J&A) supporting this procurement is available upon request.
Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
