USDA intends to procure the following "Coagulation Analyzer" instrument as a sole source procurement  to the vendor: Beckman-Coulter, Inc. Located at 250 S. Kraemer Blvd. in Brea, california  92821-6232, at Phone number:  at phone number: 410-340-3785,  and  please note that the above instrument  is  manufactured by  Instrumentation Laboratory located at 180 Hartwell Road Bedford, MA 01730 U.S.A. phone:+1-781-861-0710. The primary purpose of this instrument is  to perform assays from samples collected from dietary intervention studies.   Beckman-Coulter, Inc. is the sole and exclusive distributor in the United States for all Coagulation products developed and manufactured by Instrumentation Laboratory.    The equipment shall  be compatible with existing equipment (Beckman Coulter ACL-1000, model #009100-96, serial #94025846) in order to maintain consistency with previous research results.  The minimum requirements are that the coagulation analyzer shall be able to accommodate 40 samples in the sample tray with a volume range between 0.5 and 2.0 ml.  Sample loading shall be able to be performed on a continuous basis in order to maintain high-throughput.  The analyzer shall perform the following assays and measures:  Perform Prothrombin Time, Activated Partial Thromboplastin Time, D-Dimer, Fibrinogen, Heparin anti-Xa, Intrinsic & Extrinsic Factors, Factor VIII (chromogenic), vWF Antigen & Activity, LAC Screen & Confirm, SCT Screen & Confirm, Antithrombin, Protein C (clotting & chromogenic), Protein S (clotting), Free Protein S (by immunoassay), Factor V Leiden, Plasminogen, and Plasmin Inhibitor (alpha 2-Antiplasmin).  Clotting reactions must be done nephelometry and measured at 660 nm, and  chromogenic and immunological reactions shall be measured by absorbance at 405 nm.  Analysis time shall  be 4 min for prothrombin time and no more then 14 minutes for D-dimer.  The instrument shall be capable of holding at least 12 reagents on board, at least 4 of which shall be refrigerated and at least 4 of which shall be at ambient temperature.  The analyzer shall have real time capacitance liquid detection sensors, and shall have dual probes, at least two positive displacement piston dilutors for sample handling and shall be capable for performing at least six automated dilutions.  On board data analysis of the samples shall support at least nine models for mathematical manipulation.  All quotes shall be emailed to: [email protected]  no later than September 6, 2010.  All responseswill be evaluated in order to determine the ability to meet the above stated capabilities.  The Government intends to award an order resulting from this Special Notice to the rsponsive/responsible offeror whose offer represents the best offer to the Government.  The anticipated award date is September 7, 2010.
