This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.

The government intends to solicit a quote and enter into a one year fixed price  purchase order with Diagnostica Stago, Inc., PARSIPPANY, NJ 07054-4607, DUNS# 150587194 for the acquisition of reagents used to analyze all coagulation and thrombosis related testing samples at the National Institutes of Health (NIH), Clinical Center (CC), Department of Laboratory Medicine (DLM).

The Department of Laboratory Medicine serves as the clinical laboratory of the Clinical Center and provides laboratory support for patient care and research protocols and performs research and training in disciplines of Clinical Pathology. In doing so it provides state-of-the-art laboratory testing in support of Clinical Center patient care and serves as a center of excellence in research and training in laboratory medicine.

The Coagulation Hematology laboratory has a need to perform testing in thrombosis related assays for clinical diagnosis.

Diagnostica Stago is the only known vendor that can provide kits and reagents that is compatible with, and specific for the existing instrumentation validations and requirements for two Coagulation analyzers. The Coagulation analyzers-STA-R- Evolution, performs Prothrombin Time Assay, activated Prothrombin Time Assay, Fibrinogen Assay, Thrombin Time Assay, D-Dimer Assay, Mixing Studies Assays, Kaolin Clotting Time Assay, Factor Assays, Antithrombin III Assay, Alpha 2 Antiplasmin Assay, Protein C Assay, Protein S Assay, Lupus Anticoagulant Assays, Anti Xa Assays, Plasminogen Assay, Plasminogen Activator Inhibitor -1 Assay, Reptilase Assay, von Willebrand Antigen Assay and monitor therapeutic for Direct Thrombin inhibitor.

Diagnostica Stago is the sole proprietor and distributor of the Coagulation analyzer STA-R Evolution which is integrated platforms of instruments, informatics, chemistry, and applications, any other non-compatible supply or service could cause the cancellation of the protocol or delays in completion of the protocol.

A schedule of the estimated supply list is attached to the solicitation for examination if the need can be met. The exact quantity of supplies, cannot be determined at award. The goverment reserves the option to increase the quantity, pursuant to 52.217-6. The intended procurement will not exceed the simplified acquisition threshold. The comprehensive system of instrument and consumables is necessary to produce a complete testing result.

This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
