The USDA, Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS) intends to negotiate a sole source award using commercial and simplified acquisition procedures in accordance with FAR 12 and 13.5, for Co-Ral Flowable Cattle Insecticide. This will be a Firm Fixed Priced Indefinite Quantity/Indefinite Delivery Contract to supply (Co-Ral) Cattle Insecticide to the USDA/APHIS/VS Tick Office located in Laredo, TX. The period of performance will be from the Date of Award to April 30, 2017.

This procurement is being conducted in accordance with Federal Acquisition Regulation (FAR) 6.302-1The statutory authority is 41 U.S.C. 253( c )(1)
The property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency.

Co-Ral is the only authorized insecticide for use in livestock dipping to combat Cattle Fever Tick infestation (see attached Veterinary Services Memorandum No. 556.1). Co-Ral is a propriety product produced exclusively by Bayer Healthcare LLC.

CoRal Flowable Insecticide - in the 2 gall container is not sold to the general public.
According to the Bayer HealthCare LLC; The CoRal Fly & Tick Spray sold on the open market in 640z containers contains 5.8% active ingredient and the 2 gallon CoRal Flowable contains 42% active ingredient. CoRal Flowable is the only product that is labeled for use in dip vats and requires an applicators license to purchase and apply.

This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services to the Contract Specialist listed on this notice by 4:00pm. Mountain Time (MT) on the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 325320 Pesticide and Other Agricultural Chemical, and the Small business size standard is 1,000 Employees.

Responses received after the response date or without the required information will be deemed nonresponsive to this notice and will not be considered.
