The U.S. Coast Guard intends to procure help with interagency and international initiatives such as senior level briefs and bilateral consultations. This proposed procurement is for services for which the government intends to solicit and negotiate on a sole source basis to Rockwell Collins, Inc.

CN-235 Flight 2 Level I Maintenance Training

1.0 BACKGROUND
The U.S. Coast Guard, Chief of Aeronautical Engineering (CG-41) manages a network of aircraft mechanics across the country that provide safe and operable aircraft ready to perform various Coast Guard missions on a moments notice. In order to ensure the safety of our aircrews and the continued excellent stewardship of the American tax-payersâ resources, the Coast Guard needs to provide its aircraft maintenance personnel the best avionics maintenance training available to meet these challenges.
2.0 PURPOSE
Specifically, this statement of work is to acquire the services of a commercial vendor to instruct Coast Guard personnel in line maintenance procedures for the Rockwell Collins CN-235 Flight 2 avionics system installed on the HC-144A (CASA CN-235) aircraft. At the completion of training, students should possess knowledge of HC-144A/CN-235 Flight 2 avionics systems for operation, inspection, and maintenance, and be familiar with system characteristics, subsystems, component location and maintenance requirements.
3.0 OBJECTIVES
The Contractor shall provide information services to train Coast Guard personnel in the maintenance of the Rockwell Collins CN-235 Flight 2 avionics system to include but not be limited to the following major systems or sub-systems:
⢠Flight Management System
⢠Flight Display System
⢠Navigation System
⢠Communication System
⢠Auto Flight System
⢠Safety and Surveillance System
Upon completing this course, the student will be able to:
⢠Provide an overall understanding of the features and principles of operation of the subject system or sub-system.
⢠Identify system components and the functional/technical characteristics of each line replaceable unit (LRU) within the subject system or sub-system.
⢠Perform minimum performance/operational checks of the subject system or sub-system.
⢠Utilize integrated system diagnostics and basic avionics test equipment to identify faulty components within the subject system or sub-system.
4.0 REQUIREMENTS
The Coast Guard requires cost effective training that is consistent with Coast Guard HC-144A aircraft standards and procedures. The Coast Guard reserves the right of course and course material audit.
⢠The contractor shall provide training to Coast Guard personnel.
⢠The contractor shall provide up to two training courses to teach up to 16 students during the period of performance. Maximum class size will be 8 students per class.
⢠The course length shall be a minimum of one (1) and no more than two (2) weeks.
⢠The hours of operation will be managed by mutual agreement between the contractor and the U.S. Coast Guardâs representative, but will normally be 0800 â 1600 Monday through Friday
⢠The primary place of performance will be the Contractorâs facility.
⢠The period of performance for this contract is six (6) months from the date of award.
⢠Instructors should be professionally trained in technical as well as educational fields and possess the broad background, technical capability, and practical experience relating to current aerospace and training technology.
⢠Modern instructional methods shall be employed to deliver training programs that are based on the most critical skills needed by the technician on the job and produces maintenance personnel that support this aircraft.
⢠The training will take place in both a classroom setting and a shop/lab environment. At least 50% of training time shall consist of practical demonstration or âhands-onâ instruction.
⢠Classroom instruction shall be conducted by the traditional lecture method. The instructor shall use a variety of training aids. Instructor centered learning requires that the instructor always be in the classroom actively presenting material and leading discussions.
⢠The training shall be conducted in English using standard Coast Guard aviation nomenclature.
⢠The contractor shall employ a continuing evaluation program which shall determine each traineeâs progress toward meeting the task objectives. The program shall utilize written and performance tests designed to measure the ability of the trainee to recall certain information or perform certain tasks as stated in the course objective.
⢠Written tests and descriptions of performance tests shall be made available for U. S. Coast Guard inspection upon request.
⢠Traineesâ completed tests shall be furnished to the U. S. Coast Guardâs representative upon request.
⢠The Contractor shall not employ any person who is an employee of the United States Government if that employment would, or would appear to cause a conflict of interest.
⢠Additional course support required under this contract will be provided under the direction of the United States Coast Guard.
5.0 CONTRACTOR FURNISHED PROPERTY.
The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this contract as follows:
⢠The Contractor shall provide accommodations and equipment to be used for the classroom portions of the training and shall provide all training aides.
⢠The Contractor shall provide all course material (i.e. handouts, books and tools) to be used during the training and other required information. At a minimum, the Contractor shall provide the following:
⢠Student training guides
⢠Classroom training aids
⢠The contractor shall provide a minimum of thirty-two square feet of classroom space per trainee. Space shall be sufficiently soundproof so as to ensure that instructors can be clearly heard and ambient noises are kept to a minimum. The contractor shall provide adequate heating/cooling, lighting, comfort facilities, consumable supplies and furniture necessary for the health, comfort and convenience of the trainee.
⢠The contractor shall provide a course completion certificate to each trainee successfully completing the course of instruction.
6.0 GOVERNMENT FURNISHED INFORMATION
The government will screen and provide all attendees for each course convening date.
7.0 SCHEDULE FOR DELIVERABLES
Initial contact between the contractor and the U.S. Coast Guard shall be at least two months prior to the physical start of the first convening date. Contact can be achieved by phone conversation, electronic mail, and/or physical meeting at U.S. Coast Guard Headquarters, Washington, DC, or at the contractor's facility.
All course convening dates under this contract will be as mutually agreed upon but must commence prior to September 30, 2008.
Unforeseen circumstances that may interfere with this schedule shall be managed by mutual agreement between the contractor and the U.S. Coast Guardâs representative, the AET Rating Force Master Chief.

Note 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
