The Naval Air Systems Command, Naval Air Warefare Center - Aircraft Division, Lakehurst, intends to solicit and negotiate an Indefinite Delivery Indefinite Quantity (IDIQ) Contract on a fixed price basis with Bell Boeing Joint Project Office (BBJPO) on a Sole Source Basis.  The individual orders will include manufacture of up to 16 copies each of various Operational Test Program Sets (OTPS) designed to test V-22 Osprey Weapon Replaceable Assemblies (WRAs), including, but not limited to the following:  Flight Control Computer, Control Display Unit, Landing Gear Control Unit, Air Data Unit, Nacelle Ice Protection Control Unit, Blade Fold Control Unit, Avionics Bay Interface Unit, and Ground Refuel Panel.  The OTPS units are production copies of fully developed OTPS, and all technical data rights and drawings are proprietary to BBJPO.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVE SOLICITATION WILL BE ISSUED.  This IDIQ is being pursued on a sole source basis under the statutory authority of Title 10, U.S,C Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."   A determination by the Government not to compete this effort is solely within the discretion of the Government.  The Government will consider all responses received within 15 days after the publication of the applicable synopsis.

GENERAL INFORMATION:  Bell Boeing Joint Project Office (BBJPO) is the sole designer, developer, and manufacturer of the current OTPS systems sought, and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to manufacture the OTPSs.  Companies interested in subcontracting opportunities should contact BBJPO directly at 401 Tiltrotor Drive Plant A, Amarillo TX, 79111-1200.
