• The CDAC Contractor shall establish, implement and manage an accurate, reliable, efficient and cost-effective clinical data abstraction, validation, adjudication and entry operation that continually meets CMS's objectives and provides support to the QIOs as appropriate.
• On a continuous basis, the CDAC Contractor shall analyze its operation and maintain and improve the quality, accuracy, reliability, efficiency, and cost-effectiveness of all services provided with emphasis on devising and developing better methods and/or procedures for performing high quality, accurate, reliable, timely data abstraction, validation, adjudication and entry services.
• The CDAC Contractor shall share all improvement information and ideas with CMS and other entities as requested by CMS in order to continually improve the services provided to the QIOs and other affiliated entities. The CDAC shall maintain a record of method improvements that can be documented as having savings and/or intrinsic value.
CMS anticipates the period of performance to be a five year period. Responses will be limited to only 8(a) certified concerns under North American Industry Classification 518210. Offerors my subcontract with large businesses provided the offeror performs 51% of the direct labor dollars. The anticipated release of the RFP is on or about May 6, 2011. The RFP will be uploaded to Federal Business Opportunities (FedBizOpps) at www.fbo.gov for all interested parties. Telephone and facsimile requests will not be honored.
