Delaware Township will receive sealed bids for the Clemens Road Reconstruction Project located in Delaware Township, Northumberland County. The Township will receive bids through PennBid or at the offices of R K Webster, LLC, 513 Jordan Avenue, Montoursville, PA 17754, until 1:00 P.M., Local Prevailing Time, Tuesday, July 6, 2021 at which time the bids will be publicly opened and read aloud. Work shall include but not be limited to providing all labor, equipment and material required to perform the roadway reconstruction as set forth on the drawings and in accordance with the specifications. This project shall include, but is not limited to, full-depth reclamation (FDR) of the roadway (±4,750 ft) and all necessary incidental work, appurtenances and site restoration. Site clearing, traffic control, grading and driveway tie-ins are included. Asphalt surface treatment and fog sealing are also included as Add Alternate Bids. The west section of Clemens Road from Susquehanna Trail to the Cement Plant has already been completed and is not part of this project. Engineer will conduct a non-mandatory pre-bid meeting at 10:00 A.M., Tuesday, June 29, 2021 at the Township Building, 1960 8th Street Drive, Watsontown, PA, 17777, then proceed to the project site. The Contract Documents may be viewed and downloaded from PennBid (www.pennbid.net). Paper copies of the Contract Documents may be purchased through the PennBid website or can be obtained at the offices of R K Webster, LLC, 513 Jordan Avenue, Montoursville, PA 17754 at the cost of $100.00. Bids will only be accepted from bidders who have purchased the Contract Documents from R K Webster, LLC or those bidding online through PennBid. A certified check or bank draft payable to the order of Delaware Township, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the Total amount Bid, including Alternates, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. without discrimination. Delaware Township is utilizing federal funds for this project, and Northumberland County has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 135 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. The Section 3 Action Plan applies to contracts of $100,000 or greater and requires the CONTRACTOR to strive to meet the minimum participation level of 10% of the contract amount to be awarded to Section 3 business concerns, and 30% of all new hires shall be Section 3 residents. Delaware Township, in accordance with Northumberland County’s Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this project. Bids may be held by Delaware Township for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract.
