COMBINED SYNOPSIS/SOLICITATION ‘COMBO’
FLIR FIDO X4 System Kit 

(i)    This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii)    Solicitation FA5004-20-Q-0066 is a Request for Quotation (RFQ).

(iii)    See attached Standard Form (SF) 1449 document for applicable clauses and provisions. FAR Provision 52.212-1 will provide instructions to offerors for submission of quotes while 52.212-2 will provide the evaluation criteria. Evaluation criteria for this requirement is Price. The Government will award a contract resulting from this solicitation to the responsible vendor whose quote will be most advantageous to the Government with respect to these two provisions. A responsive quote will consist of a completed SF1449, and any pertinent technical information such as product specifications as specified in FAR Provision 52.212-2.

(iv)    This requirement is solicited as a 100% total small business set aside. The North American Industrial Classification System (NAICS) code associated with this procurement is 334511 with a small business size standard of 1250 EMP. 

(v)    Vendors shall complete either Attachment 1 in its entirety and return with any other documentation/data as required by this Combo.

(vi)    The government intends to award a firm-fixed price contract for the following:

(vii)    See Section F of the SF1449 for delivery information. (Currently TBD and will be released upon award)

(ix)    NOTICE TO ALL INTERESTED PARTIES: 

a.    FAR 52.232-18 Availability of Funds (Apr 1984)

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

b.    Quotes are due no later than 2PM Alaska Standard Time on 10 September 2020. Quotes shall include the following:

•    One (1) completed copy of SF1449 (Attachment 1) filled out in accordance with FAR Provision 52.212-1 and;

•     Any pertinent technical information such as product specifications and type of product/service offered as required by filled out in accordance with FAR Provision 52.212-1 and FAR Provision 52.212-2.
