This notice is posted in accordance with FAR 5.2 and 36.213-2.

Homestead Air Reserve Base (HARB), 482 MSG/PK, at Homestead, Florida has a requirement to modify and design the layout of the existing Hanger 194 to include clean and dirty rooms for paint and blast booths.

The magnitude of construction for this project is between $500,000 and $1,000,000. The North American Industry Classification System (NAICS) code for this requirement is 237990 with a size standard of $36.5 million. The Statute of Limitations is $5M on this project.

The Government anticipate a single firm fixed-price contract award based on Total Evaluated Price (TEP). The acquisition is anticipated to be competitively solicited under 100% Small Business set-aside. Proposals from Offerors other than Small Business will NOT be considered. Award will be made based upon the Best Value to the Government in accordance with FAR Part 15.3.

Payment and performance bonds will be required within ten (10) days of contract award.

The intent of this project is to Design/Build (D/B) and shall provide design and construction services in order to accomplish the project Statement of Work (SOW). SEE DRAFT copy dated April 2019. Design services shall include drawings, details and specifications. It will also be the selected D/B contractor responsibility to ensure that the construction documents detail a product that meets all of HARB's desired intentions. This work will be performed in an occupied hangar. Design the building system as a compatible extension of the existing systems. The D/B contractor will provide signed and sealed drawings for HARB review and approval and provide cost estimates that support and validate the Estimated Construction Cost.

Proposals are NOT being requested or accepted at this time. As stipulated in FAR 15.201(e), responses to this notice are NOT considered offers and cannot be accepted by the Government to form a binding contract.

Period of Performance is anticipated to be 147 calendar days for design phase; after a Notice to Proceed (NTP) is issued; based on design submittals and 180 calendars days for construction phase, including any time for submittals and shipping/handling of equipment.

The work covered by this contract consists of, but is not limited to, the furnishing of all labor, services, tools, materials, equipment, transportation, supervision and all miscellaneous requirements needed to perform all operations in conjunction with the effort to accomplish the attached SOW. Proposals from Offerors other than Small Business WILL NOT be considered.
The above general description of work does not in anyway limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment in accordance with the specifications.

Solicitation in the form of a Request for Proposal (RFP) does NOT exists at this time; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion.

RFP will be available on the Federal Governments Electronic Posting System located at https://www.fbo.gov on or about 29 July 2019. Prospective contractors must be registered in the System for Award Management (SAM) database prior to award of a Government contract. Offerors are further advised that failure to register in the SAM database will render your firm ineligible for award.

Registration requires applicants to have a DUNS number; recommend registering immediately in order to be eligible for timely award.
