This is a combined synopsis/solicitation for commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and in the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is SA1301-8-RQ-0042. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. The full text of clauses referenced herein may be accessed electronically at http://www.acqnet.gov/far/. The NAICS code is 541990 PROFESSIONAL, SCIENTIFIC AND TECHNICAL SERVICES. At the behest of the US Embassy in Algeria, CLDP will be conducting a technical assistance program focused on the development of science and technology-based entrepreneurship in Algeria. The primary objective of this technical assistance program will be to have a small group of promising Algerian Information Communications and Technology (ICT) entrepreneurs/start-ups assess, through workshops in the USA, which types of services provided to entrepreneurs by a leading US technology incubator are most relevant for Algeria, and to share their assessment with Algeria's incubator community. In order to achieve this objective, the entrepreneurs/start-ups companies will participate in a series of workshops in the US, led by a US incubator and designed to enhance the group's entrepreneurial skills and better equip them for success in their home market. Algerian-American entrepreneurs and scientists, a good number of whom are located in the Silicon Valley, have agreed to be involved in the project as mentors to these entrepreneurs/start-up companies, on a pro-bono basis.

The duration of this contract is from date of award through 6 months. The Government contemplates award of a Requirements Contract, FAR 52.216-21, resulting from this RFQ. Vendor must be actively registered in the Central Contractors Registration, CCR, in accordance with 52.204-7. The solicitation notice and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (FedBizOpps) site www.fedbizopps.gov or www.eps.gov. All responsible sources may submit a response which if timely received, must be considered by the Agency. No paper copies of solicitations or amendments will be issued. No telephone facsimile or written request for the solicitation will be accepted.
