2 Description of supply or service required to meet the agency’s needs.

Purchase of CLC Genomics WB, Network Plus, CLC Genomics Premium Suite, CLC Genomics WB Premium Network, and CLC Genomics WB, Network Maintenance Licenses to perform sequencing runs for the ARS scientific and bioinformatics staff at the Plum Island Animal Disease Center.

3 Rationale or circumstances for limiting competition. 

Qiagen CLC Genomics Server is already being used at the Plum Island Animal Disease Center and the software is approved and installed on our servers. We must use this vendor as it is the only vendor that provides CLC Genomics Server Licenses for our users. Changing the software or vendor would not be possible given our current network environment as well as the years of knowledge of this software from the local end users.

Performed market research of other potential resellers/vendors to no avail. Qiagen is the company that manages their software, therefore we must purchase our licenses through them.
