This solicitation is for classroom and editorial support services for the Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA) / Emergency Management Institute (EMI) and its facilities located at the National Emergency Training Center (NETC), Emmitsburg, MD. The Acquisition Operations Division/Preparedness Branch intends to award a firm-fixed-price contract award under the authority of FAR Part 15. The objective of this procurement is to obtain reliable, efficient, and effective classroom and editorial support services.

This is competitive acquisition restricted to eligible 8(a) Small Business concerns using FAR Part 15 procedures. A firm-fixed-price contract award is anticipated. Award shall be based on best value to the Government using trade-offs. The Period of Performance will be 2 weeks of transition followed by 6 months of services for the base period. The contract will include four 12-month options, and one 5 ½ month option. The contract start date is anticipated to be March 19, 2012.
The NAICS code is 561110. The Small Business Size Standard for this NAICS is $7.0 million.
The incumbent contractor for this requirement is Chenega Federal Systems, LLC, under contract number HSFEEM-07-C-0001, with a total contract value of $6.46 million. In conjunction with this acquisition, Pre-Solicitation Notice # HSFEEM-12-R-0003 was previously issued for this requirement.
