Pursuant to FAR 13.5 and FAR 6.302-1, USDA, Animal and Plant Health Inspection Service (APHIS), intends to award a sole source supply contract in that only one responsible source and no other providers will satisfy agency requirements (see attached justification). The contract will be for a one-time purchase of one million doses of Classical Swine Fever Virus (CSF) Vaccine that is capable of differentiating infected from vaccinated animals (DIVA).  The contract will also include contractor storage of vaccine.  This will be a Firm-Fixed Price (FFP) contract under FAR PART 12 Acquisition of Commercial Items with Zoetis US, LLC, 10 Sylvan Way, Parsippany, NJ 07054.  DUNS 078579659. This is not a request for competitive proposals. The Government seeks to purchase one million doses of the CSF vaccine per the attached draft statement of work.  The requirement is essential to meeting the government's needs.  Any interested sources including small businesses capable of providing the product are encouraged to provide detailed capability information.  A determination by the Government not to compete this requirement will be based on responses and 9 CFR 104.2 since only permitted products may be purchased.  No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.
