This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued.

The Solicitation number is: OPM20-11-R-0006 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-53 dated August 4, 2011.

The North American Industrial Classification System (NAICS) code is 721110, and the small business size standard is $30 million. This procurement is unrestricted, allowing both large and small business to submit quotations.

The Presidential Management Fellows (PMF) Program is soliciting a contractor to provide overnight accommodations, conference space, breakout rooms, audio visual equipment and food and beverage services in support of the PMF Orientation Event, to be held in two sessions (between November 28, 2011 through December 9, 2011 and January 17, 2012 through January 27, 2012). Each session is three days in length with approximately 100 - 300 attendees at each session.  Note: The overnight accommodations and food and beverage services cannot exceed the federal daily per diem rates. 

Offerors are invited to submit their quotations to OPM Contracting in response to this notice by 3:00 PM Eastern Standard Time (EST), September 2, 2011.  Only e-mailed requests for additional information will be accepted at [email protected] through 12:00 PM, August 29, 2011.  Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to [email protected].  Vendors not registered in the Central Contractor Registration (CCR) database at the time the requirement is to be awarded will not be considered. The Office of Personnel Management intends to award a Best Value Firm Fixed Price contract for this requirement.  Note: This is not a solicitation for third party or event planning services.  Teaming/ subcontracting arrangements with hotels will be considered non-responsive.
