The Government will solicit (M67001-16-Q-0151) and award this contract using DoDi 5120.04, DoD Newspapers, Magazines, Guides and Installation Maps dated 17 March 2015. The Government intends to award to the quoter who represents the Best Value to the Government utilizing Trade-off. Award will be issued on a Contract on an all or none basis. This requirement is 100% small business set aside, the associated North American Industrial Classification System (NAICS) code for this requirement is 511110, Newspaper Publishers, business size standard is 1,000 employees. The RFQ documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-88, effective 16 May 2016 and DFARS Change Notice (DCN) 20160510, effective 10 May 2016.
