This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 in conjunction with FAR 13.5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-36. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. The associated North American Industrial Classification System (NAICS) code for this procurement is 423430 with a small business size standard of 100 employees. This requirement is unrestricted and only qualified offerors may submit bids.

The Federal Railroad Administration has a requirement for Citrix software licenses and maintenance renewals. Any vendor AUTHORIZED to sell these Citrix products should respond to Request for Quote DTFR53-11-Q-00012 by 12:00 noon EST on the date specified in order to be considered.

Brand Name Justification
The FRA requires the purchase of Citrix proprietary technology to support employees at headquarters throughout the regions.  GoToMeeting and GoToAssist are used for online meetings, training, and computer/network support.  This software is necessary to deliver enhanced secure access of busines-critical information.  Citrix is the publisher of this proprietary software and is the only vendor capable of maintaining it.  Software maintenance is the right to software upgrades.  Citrix is the only firm that has the source code and therefore the only firm to offer software maintenance.

Offeror must be registered in the Central Contractor Registry (CCR) before an award can be made.   If the offeror is not registered in CCR, it may do so through the website at www.ccr.gov.
