The intended procurement will be classified under North American Industry Classification System (NAICS) 511210-Software Publishers, Business Size Standard: $38.5 Million.
Government Requirements:
The CisPro Chemical Inventory Software and one year of technical support for the licenses will:
1. Provide 20 concurrent licenses for use of the CisPro software for one year;
2. Provide technical support, from Biovia, of the licenses for one year.
Rationale:
The NIST is required by federal regulations to maintain an inventory of all chemicals. The NIST chemical inventory has been maintained in one commercial software package, CisPro Chemical Inventory Software, for over 10 years. Therefore, the NIST Records for over 70,000 chemical containers are stored in the CisPro Chemical Inventory Software. The NIST Records include bar codes, owner information, hazard information, and material safety data sheets. The NIST is required to constantly and accurately maintain its records and CisPro Chemical Inventory Software is the only software available that provides the needed continuity for maintenance. Biovia is the sole provider of the CISPro Global, Oracle software products and sole provider of support for software.
It is anticipated that the award will include one base year.

This notice of intent is not a request for competitive proposals or quotes and no solicitation document will exist for this requirement. However, parties interested in responding to this notice shall submit technical data, including price and sufficient documentation to determine capabilities and qualifications in providing the same or similar subscription and support services. All statements received by the closing date of this notice will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
