This is a Special Notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC) located in Seattle, WA on a sole source basis with Thalassa Education & Outreach. The Government intends to acquire services using FAR Part 12 & 13, Simplified Acquisition Procedures estimated not to exceed $100,000.00. The proposed vendor shall complete a final report and associated documents from the Chukchi Sea Bottom Trawl Survey performed in 2012. Documents of study shall include a list of all archived samples; an organized list of electronic images/video clips; and, a description of all data and metadata from the survey. Thalassa has over 16 years of experience of scientific writing and research such as collecting, editing, and analyzing and summarizing large amounts of survey data to produce annual data reports and other publications.

The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately September 30, 2013 through April 15, 2014 with no option periods. The NAICS code for this procurement is 541990 with a corresponding size standard of $14M. This Special Notice is not a request for competitive proposals; however, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the scientific requirements stated above no later than September 6, 2013 at 10:00pm PST Seattle, W A.
