The Centers for Disease Control and Prevention, National Centers for Environmental Health, intends to award a sole source firm-fixed price contract, to EMD Millipore Corporation, 290 Concord Road, Billerica, Massachusetts 01821-3405 for the purchase of the Chromolith High Resolution, HPLC columns.

The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 334516 Analytical Laboratory Instruments Manufacturing with size standard of 500 employees.

The EMD Millipore Corporation is the only known company that can provide the needed unique and specialized equipment used to perform the monohydrox-polycyclic aromatic hyrocarbons (OH-PAHS) LC-MS method in determining the levels of nine urinary hydroxylated PAHs. The EMD Millipore column has outperformed other potential columns and provided the overall best performance with the application methods presently being used by our laboratories. If the EMD columns are not used the method would have to be changed to accommodate competing columns which in turn would be very costly to the government and would disrupt the CDC's delivery schedule in support of other agencies. EMD's Millipore Chromolith High-resolution RP-18 end capped columns, is based on state-of-the-art monolithic silica technology which enables excellent separation and higher sample throughput at lower back pressure. This suits the particular need of our method.

No solicitation will be posted to FedBizOpps. This notice of intent is not a request for proposal. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer.

Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses should be emailed to Mr. Philip Robinson at [email protected] using solicitation number 2016-Q-65639 in the subject line no later than 09:00 am Eastern Standard Time, August 20, 2016.
