QUESTION (Q)

Q1. Can you please clarify if the duration of this study is 8 weeks or 8 months? Item 10 of the solicitation states that the period of performance for this study is 8 months. Page 2 of the SOW states all deliverables shall be submitted by November 1, 2014.

ANSWER (A):
A1.  November 1, 2014 is the Deliverable date for DS Final Report to be submitted to USTDA and Period of Performance of 8 months is the timeline for DS Report to be finalized and Approved.

Q2. The Methodology on Page 3 of the SOW indicates that the first draft report be delivered within three weeks of receipt from the contract award. Please clarify or confirm this requirement.

A2.  Yes, the first draft report should be delivered within three weeks of receipt from the contract award.

Q3.  Is travel to Shanghai China required as a part of this study?

A3. No

Q4.  Attachment 2 requires one page describing capabilities. What is it different from the 5-page technical proposal.

A4.  In addition to 5-Page Technical Proposal -  PROVIDE A ONE (1) PAGE description of your capability and availability.

Q5. Can we attach resumes in addition to Attachment 3?

A5. Yes

Q6.  Is the contractor expected to work at its contractor's site with periodic meetings at USTDA's office or to work full time at USTDA's office?

A6.  At the contractor's site-the contractor will not meet at USTDA's office.

Q7. Can quotes and technical proposal be submitted separately or can they be combined into one file to be submitted?

A7.  Either way is fine.

Q8. Since there are only three days between when the questions are due and the final submission, can we request that the quote/offer due date be extended for about a week?

A8.  No, this solicitation will not be extended.
