Sole Source Notice of Intent - Global Chemical Data, Inc.
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Safety, Health and Environmental Division, intends to negotiate with Global Chemical Data, Inc, on a sole source basis under the authority of FAR Subpart 13.106-1(b), Soliciting from a Single Source, for the renewal annual subscription to the CHEMWATCH database.

Renewal of annual subscription to the ChemWatch database hosted at: http://nist.chemwatch.us for the period from September 15, 2010 through September 14, 2011. Chemwatch provides chemical information products and services for the safe and compliant production, use and transport of hazardous materials globally.
Chemwatch is an ISO 9000 quality certified company. Chemwatch is a database of more than 180,000 independently researched and unbiased MSDSs in a standard format. In addition to 40,000 pure substances, Chemwatch also contains 140,000 other materials from common cleaning agents to drugs, paints, infectious substances and even explosives. It is, by far, the largest database of its kind and has grown with quarterly updates for the past 20 years. Chemwatch serves as the core of hazcom, first response, safety and research for more than 3000 organizations and 10,000 sites globally.

The NIST Safety Health and Environment Division (SHED) proposed to purchase an annual subscription for access to the ChemWatch database of Material Safety Data Sheets (MSDSs). ChemWatch is a web based database. The subscription allows access to any NIST employee. This service is extremely valuable in providing hazard information to NIST employees. An MSDS is required by OSHA regulations for each chemical used at NIST. The chemical inventory software currently in use at NIST, CISPro, has a direct link to ChemWatch. This allows NIST user to enter chemicals into the CISPro inventory and directly access MSDS's in ChemWatch at the same time. This eliminates the duplicate entry of data and makes the assessment of hazard for the chemical inventory at NIST much easier.
Interested parties that believe they could satisfy the requirements listed above for NIST and are authorized to provide these before April 14, 2010 at 12:00 pm EST. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates their authorization to meet these requirements. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
