The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), GLOBAL CHEMICAL DATA, INC., located at 330 MALLORY STATION RD, SUITE C8, FRANKLIN TN 37067 to purchase an annual subscription to the CHEMWATCH database of Material Safety Data Sheets. Anticipated cost shall not exceed $15,000.00

Sole Source justification is based on the following:

The chemical inventory software currently in use at NIST, CISPro, has a direct link to Chemwatch. This allows NIST users to enter chemicals into the CISPro Inventory and directly access MSDS's in Chemwatch at the same time. This eliminates the duplicate entry of data and facilitates the assessment of hazards for the chemical inventory at NIST. Global Chemical is the sole owner and distributor of this database.
The resulting purchase order will result in a Firm Fixed Price purchase order.
The NAICS Code is 519130 with a size standard of 500 employees.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by July 30, 2014, will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
