The National Oceanic Atmospheric Administration (NOAA), NMFS, Fisheries Science Center, Woods Hole, MA, has a requirement for charter of a commercial gillnet vessel to support comparative trials of a low-profile gillnet versus a standard gillnet to assess relative sea turtle catch. The Period of Performance is September 1, 2019 (or date of award, whichever is later) - November 1, 2019, with an option for additional days.

The Government will award a firm fixed price contract based on best value to the government, lowest price technically acceptable quote.

This RFQ is 100% set aside for small businesses. The associated NAICS code is 487210, with a business size standard of $7.5 million. The Product Service Code Class is V224.

Additionally, each offeror must provide the following information with the quote:

1. The Request for Quote (RFQ) number;
2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;
3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
4. Acknowledgment of Solicitation Amendments (SF-30), if any, and;
5. Provide a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary.
6. Address technical capability in meeting the requirement per the Statement of Work.
7. Provide proof of insurance with submission.
8. Vendor shall be registered in the System for Award Management (www.sam.gov) in order to be considered for award.

All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 04:00 P.M. Eastern on August 16 2019; any award resulting from this RFQ will be made based on the lowest price technically acceptable. Quotes must be submitted electronically via e-mail to [email protected].
