NASA/MSFC has a requirement for Characterization Testing of TP-H-3016 Propellant, application tailoring, and test using available compatible hardware.

NASA/MSFC intends to purchase these services from Northrop Grumman Orbital ATK on a sole source basis. MSFC Engineering will use this capability to understand propellant capabilities at extremely cold temperatures. This data will be applied and tested on an existing Star motor asset. "

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Okoro D. Leslie at [email protected] no later than 5:00 p.m. CDT on August 14,, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
