The Naval Air Warfare Center, Weapons Division, China Lake, CA, intends to procure, on an other than full and open competition (sole source basis) from General Electric, 1 Neumann Way, Cincinnati, OH, a nine (9) month extension of contract N68936-16-D-0017 for Contractor Engineering Technical Services (CETS) Contractor Field Services (CFS) at various sites in support of Naval Air Technical Data and Engineering Service Center (NATEC). This is necessary for the continuation of Contractor Engineering Technical Services (CETS) in support of on-site proficiency training, guidance and advice to resolve unusually complex technical problems, and technical expertise. Per FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." GE is the sole source capable of providing these efforts without creating impact on the sponsor schedules, project schedules, operations and operational readiness that would be caused by a break in service. Due to the ongoing nature of the support services currently being performed under this contract and the need to continue these services, GE is the only source for providing the necessary continuation of these services until award of the competitive follow-on contract. The anticipated period of performance of this extension will be 01 January 2017 through 30 September 2017.

This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 22 November2016 at 3:00 p.m. PST. The written response shall reference solicitation number N68936-17-R-0013 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
