The Drug Enforcement Administration (DEA) intends to negotiate on a sole source basis with Cellebrite USA Corp, located at 266 Harristown Road, Suite 105, Glen Rock, NJ 07452 for the acquisition of UFED Touch Ultimate Logical and Physical Mobile Forensic Solution kits to include first year software updates and live tech support.

Cellebrite USA Corp is the only responsible provider and developer of the UFED Forensic System.  Therefore, Cellebrite is the only responsible source to provide the UFED Touch Ultimate Logical and Physical Mobile Forensic Solution Kits.

In accordance with FAR 5.207(c)(16)(ii), vendors that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency.  The Government anticipates the award of a firm-fixed price purchase order.  A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.  In accordance with FAR 6.305(a) the justification will be made publicly available within 14 days after award has been made.  The acquisition will be conducted through the FAR Part 13 "Simplified Acquisition Procedures."  The North American Industry Classification System (NAICS) Code for this requirement is 334220.  The business size standard is 750 employees.  This notice of intent is not a request for competitive quotation.  A Request for Quotation (RFQ) is not available.  Closing date for submitting a capability statement is July 15, 2013, at 5:00pm Eastern Time.  All submissions should be submitted electronically to [email protected].
