DESCRIPTION - The purpose of this notice is to gain knowledge of potential sources for planning purposes only. The Connecticut National Guard will not be responsible for any costs incurred by interested parties responding to this notice. THIS IS NOT A SOLICITATION. Responses to this notice are NOT considered offers and cannot be accepted by the Government to form a binding contract. The intent of this notice is to identify qualified Small Business (SB) concerns capable of performing the requirements described below. The North American Industry Classification System (NAICS) code is 238910 and the Small Business Administration (SBA) size standard is $16.5 million.
The project will consist of demolishing a 10,000 SF hangar (small aircraft storage and administration) identified as Building 11, including all associated abatement, and restoring the building footprint to match the surrounding reinforced concrete paved apron surface. Note that the building is located on an active aircraft apron. New construction should be compatible with applicable Department of Defense, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria.
The magnitude of this project is between $1,000,000 and $5,000,000. Your attention is directed to FAR Clause 52.219-14(c)(3) which states: The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.
All interested parties responding to this sources sought request shall, at a minimum, submit the following information requested on the attached document titled: Sources Sought Response Form CEKT192209.
Submissions are restricted to ten (10) single-sided pages maximum, and must include:
(1) Positive statement of intent to bid as a prime contractor.
(2) A completed and signed Sources Sought Response Form CEKT192209.
(3) A listing of projects completed during the past three (3) years, may be from both Government and/or private industry projects. The list must include the type of project, dollar value, contract number, location, and point of contact. Indicate if you were prime or subcontractor. If subcontractor, provide the name and point of contact for the prime contractor.
(4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract.
(5) A letter from your surety with your maximum bonding capacity per project.
