INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source purchase order to CEB, Inc., 1919 North Lynn Street, Arlington, VA 22209-1742 to purchase CEB Metrics That Matter Training". Under the authority of FAR 6.301-1 U.S.C. 2304, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. A justification and approval is currently being processed for this requirement. This requirement is intended as a sole source procurement because CEB, Inc. is the only source that provides Metric That Matters Training Program for electronic delivery which is proprietary to CEB, Inc. CMS REQUIREMENTS:
CEB, now Gartner is the sole developer and owner of the Metrics that Matter (MTM) measurement platform. MTM is only available through CEB, now Gartner. MTM is the only software that automates the talent development reporting (TDR) standards from the Center for Talent Reporting. Metrics that Matter contains a benchmark database of over 1 Billion data points. Benchmarks are provided to clients as part of the standard program deployment to help identify relative program strengths and weakness. No other vendor offers a benchmark database.
CMS staff and associated contractors performing work within the scope of Medicare Moderation Act of 2003. The specific data supplied by CEB, Inc. has been used by CMS for many years.

INTERESTED PARTIES: All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
