This is notice of intent, not a request for proposal. A solicitation document will not be issued and proposals will not be requested. The US Department of Health and Human Services (HHS) intends to negotiate and award a purchase order on a sole source, non-competitive basis Corporate Executive Board (CEB) (through the FEDLINK program) enterprise based licenses to CEB's Government Finance Leadership Council, Shared Services Leadership Council and Corporate Leadership Council tools in support of HHS's Office of Human Resources (OHR) and Office of the Assistant Secretary for Financial Resources (ASFR)
This acquisition is being conducted under simplified acquisition procedures using FAR Part 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based on responses to this notice is solely within the discretion of the Government.
