The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to make a single award to provide Commercial Driver’s License Program for Federal Correctional Complex – Victorville located in Victorville, CA.  The North American Industry Classification System (NAICS) Code is 611210 (Size Standard: $22.0 million). This solicitation is being issued as 100% small business.  The Government contemplates awarding of an indefinite-delivery, requirements-type contracts with firm-fixed unit prices resulting from this solicitation. The Contract shall consist of a base year, four (4) 12 months option years.  All duties shall be performed in accordance with standards and methods generally accepted within the industry and in compliance with all Federal and State policies and regulations. The contractor will provide services in accordance with the Statement of Work.

The Occupational Training Program instruction will be performed at the contractor’s training location.  Inmates will be furloughed daily from FCC Victorville, Monday through Friday. The contractor shall offer a program in Commercial Driving that shall, after successful completion of the training program, qualify inmates for at least entry-level employment in the field of Commercial Driving upon release.  The program shall certify five (5) inmates per cycle. A cycle shall be a completed training program lasting no longer than five (5) weeks in length, offered four (4) times per fiscal year. The contractor will normally work Monday thru Friday, 7:00 am - 3:00 pm, excluding Federal Holidays.  These hours may be adjusted to meet the needs of the institution and only at the approval of the Supervisor of Education.  Specific dates for the classes will be determined by the Supervisor of Education and the contractor.
