This sole source is in accordance with authority citations 10 USC 2304(c)(1), 41 USC 253(c)(1), and Federal Acquisition Regulation Part 6.302-1a(2)(iii). SI International, is considered the only responsible source and no other supplies or services will satisfy agency requirements. Award to any other source would result in substantial duplication of cost to the Government and is not expected to be recovered through competition. In addition, award to another source would result in unacceptable delays in fulfilling this requirement.
