The Uniformed Services University of the Health Sciences (USUHS), located on the Walter Reed National Military Medical Center in Bethesda, MD intends to negotiate on a sole source basis with Harlan Laboratories Inc. for a Blanket Purchase Agreement (BPA) for three years for an estimated 13,500 CD2F1 male mice per year.
The BPA is going to be used on the following research projects:

(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
Harlan Laboratories Inc. is the sole source provider of this specific genetic strain (CD2F1) of male mice with the same intestinal bacteria microflora as those CD2F1 mice already in use for biomedical research in the above listed research projects. The intestinal microflora of the requested animals must be similar to that of the intestinal bacterial microflora of mice already used in the research effort. The purchase of these mice will allow for the continuation of biomedical research with this animal strain. The data derived from the use of these mice will be compared to similar and relevant data collected over 25 years. For example, responses to radiation, bacterial challenge, and treatment for radiation protection are known and are all linked to the specific genotype of the animal. Responses to the CD2F1 strain of mice, from Harlan Laboratories Inc have already been established. Continue research with CD2F1 mice will allow a strict biological and statistical comparison between the data collected with the use of these requested animals to that from previous research with CD2F1 mice from Harlan.

A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government.
