The Department of Justice (DOJ), Justice Management Division, Library Staff intends to procure from CCH Wolters Kluwer an online division-wide subscription to CCH Integrated Antitrust Library, Cheetah, via internet access, for the Department of Justice, Antitrust Division. Due to the proprietary nature of this publication, CCH Wolters Kluwer is the only known source for this publication, which includes extensive coverage of authoritative sources and specialized tools on Antitrust law as well as the only provider for Antitrust Law insights by Phillip Areeda and Herbert Hovenkamp. The statutory authority for the proposed procurement is 41 U.S.C. 253(c)(1), only one responsible source. This is not a formal solicitation, however, interested concerns must respond within fifteen (15) days from the date of this synopsis with written documentation, detailed data and pricing information, which clearly demonstrates their ability to perform the requirement. Responses received as a result to this notice of intent shall be considered solely for determining whether to conduct a competitive procurement. Responses will not be considered as either bids or proposals. A determination by the Government not to open this requirement to competition based upon the written responses to this notice is solely within the discretion of the Government. The proposed contract will supply Department locations nationwide. The anticipated period of performance under any resultant contract will be one (1) year.
