The Naval Air Warfare Center Aircraft Division, Lakehurst NJ intends to negotiate on a sole source basis with the Canadian Commerical Corporation, 50 O'Connor Street, Suite 1100, Ottawa, Ontario K1A-0S6 (with 100% subcontracting to Harris Systems Canada 6727 9th Street, NE, Calgary, Alberta, T2E 8R9) for the procurement of eight (8) Operational Test Program Sets (OTPS) (qty 4 each for P/Ns ON-5016 and ON-5017) for the Consolidated Automated Support System (CASS) program Depot Level support of assets formerly tested using USM-470(V)1 Automatic test System (ATS). The contractor will be required to provide hardware and software for maintenance, calibration, repair and sustainment services for eleven (11) F/A-18 Avionics Weapon Replaceable Assemblies utilizing two (2) OTPSs. The contract will provide new CASS capability using existing Depot Level Testing ATE and avionics technical data and specification. The CASS OTPSs will be utilized at Fleet Readiness Center South East and Fleet Readiness Center South West US Navy depot sites. Two (2) sets of OTPSs will be procured (4 each) as well as associated technical data. The period of performance is six months. It is ancitipated that the effort will be awarded as a Firm Fixed Price (FFP) type contract.
The Government intends to procure the above items under the authority of 10 U.S.C 2304 (c)(1), FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Government does not own the necessary data, drawings, or specifications to permit full and open competition. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
