The Air Force Test Center (AFTC), Arnold AFB, Tennessee has concluded their market research and intends to solicit, negotiate, and award a sole source firm-fixed price (FFP) purchase order under FAR 13, Simplified Acquisition Procedures, to Compressor Controls Corporation, 4745 121st St., Des Moines, IA 50323.  The Government intends to purchase the design and supply for all hardware and software as a replacement compressor antisurge and performance control system. The system shall control 12 axial flow compressors which comprise the Arnold Engineering Development Center (AEDC) Propulsion Wind Tunnel (PWT) Plenum Evacuation System (PES). The Contractor shall supply new controllers for each of the compressors to perform performance control and compressor antisurge protection. The compressor antisurge and performance control system shall interface with existing process control instrumentation, existing control valves, and with an existing GE Rx3i PES Supervisory Controller. The Government/AEDC will install the hardware. The Contractor shall commission and checkout the control system at Arnold Air Force Base, TN.  The proposed North American Industry Classification System (NAICS) code for this acquisition is 334513, size standard is 750 employees.

The anticipated award date is 16 July 2021.  This notice is not a request for competitive proposals or quotes.  A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.  Although the Government intends to solicit and award a sole source purchase order under the authority of FAR 13.106-1(b)(1)(i), all responsible sources may submit a capability statement which will be considered by the Government if received no later than 28 June 2021 at 5:00 PM Central Standard Time.  Capabilities shall be submitted electronically to the following: Eric Green, [email protected].
