The supply to be acquired is CBT Nuggets learner server maintenance. CBT Nuggets is the sole manufacture of the NLS. No other vendor provides a solution that provides comparable training. The previously procured CBT Nuggets hardware and software is highly specialized. It is an on premise device that does not face the external internet at all. The physical media is preloaded on the CBT Nuggets device on premise at AFCENT (so users can then access it from NIPR, AOR wide, without having to access training externally through 3rd party sources via commercial internet). This removes security threats and removes the need for the use of additional bandwidth in the AOR which is not feasible or practical to reach the needed commercial training.
Only CBT Nuggets provides a solution using unique and proprietary production methods and procedures having the capability to train users with computer based training modules from a singular source. The CBT NLS server provides training on many topics that are not covered by the USAF enterprise e-Learning platform. Accordingly, CBT Nuggets is the only firm capable of providing the required license/subscription renewal for the services described above, without the U.S. Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition.
This is a notice of proposed contract action and NOT a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to [email protected]. Responses to this notice must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
The Government anticipates an award date on or before 22 September 2016.
A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
