The U.S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division, intends to award a Firm Fixed Price sole source purchase order on behalf of the Joint Product Manager - Protection (JPM-P) to Smith's Detection. (cage: 23667) for a set of Software Support Environment Tools (SSET) for the CBPS M8E1.This contract will be awarded under the authority of Federal Acquisition Regulation (FAR) Subpart FAR 13.106-1(b)(1) (i) only one source is reasonably available that will satisfy Agency requirements. The contract will be established for a single purchase of a set with a single delivery date.

The M8E1 was developed by Smiths based on a performance specification issues by the JPEO-CBD in 2007. Smith designed the unit, fabricates the internal, external MTV control panels and the network control panels.

The North American Industry Classification System (NAICS) code is 335999. The Small Business Size Standard is 500 employees. This is not a Small Business Set-Aside. The Government anticipates awarding one (1) contract award. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. This notice is posted for five (5) business days. No solicitation package will be available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 1500 (3:00 PM) EST on September 21, 2016 the contract will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government.
